CNN —The top US humanitarian official said Wednesday it is “credible” to assess that famine is already occurring in parts of Gaza as the war between Israel and Hamas continues. Although US officials have been sounding the alarm about the imminent risk of famine in the war-torn strip, USAID Administrator Samantha Power is the first official to publicly agree with an assessment that famine is already taking place. The assessment is likely to fuel further calls for the administration to put restrictions on its military aid to Israel. Power noted that “in northern Gaza, the rate of malnutrition, prior to October 7, was almost zero. And it is now one in three, one in three kids.”“Food has not flowed in sufficient quantities to avoid this imminent famine in the south and these conditions that are giving rise already to child deaths in the north,” she said.

Israeli airstrikes a week ago killed seven aid workers who had been delivering food in Gaza, renewing the international focus on the hunger crisis there. But UNRWA, the primary United Nations agency aiding Palestinians, said that 103 aid trucks crossed into Gaza on Sunday. Until now, almost all aid for Gaza has entered through two southern border crossings, at Rafah and Kerem Shalom. Before the conflict, around 500 commercial and aid trucks entered Gaza each day. Juliette Touma, a spokeswoman for UNRWA, said that Gaza needs 500 trucks of aid each day, for weeks and months, to remedy the crisis.

A Hamas official however told Reuters the group would wait to hear from Cairo mediators on the outcome of their talks with Israel first. Hamas has sought to parlay any deal into an end to the fighting and withdrawal of Israeli forces. Israel has ruled this out, saying it would eventually resume efforts to dismantle the governance and military capabilities of Hamas. The Israeli military said forces operating in Al Shifa killed three armed Hamas commanders inside two buildings of the medical facility. Hamas and medical staffers deny any armed presence inside medical facilities, accusing Israel of killing and arresting civilians.

The World Food Program said that its delivery, containing food for 25,000 people, was its first since Feb. 20 to the northern part of the enclave. For five months, aid groups had been able to reach northern Gaza only by entering through one of two southern border crossings, and then attempting a difficult and hazardous drive to the north. Little aid has reached northern Gaza after major relief groups suspended operations there, citing lawlessness, poor road conditions and Israeli restrictions on convoys. The convoy included one truck full of flour and five carrying food packages. “The significance of this is that it revives the hope of continued access to northern Gaza over land,” Ms. Etefa said.

The authorities in Gaza said at least five Palestinians were killed and several others were wounded on Friday after packages of humanitarian aid that had been airdropped fell on them in Gaza City. A video, circulating on social media and purporting to depict the incident, shows a plane releasing parachutes carrying aid packages over northern Gaza. They have urged Israel to open up more border crossings and to speed up inspections of the aid shipments. But dangers posed by failed parachutes and falling pallets of food, water and other aid are also a major risk in airdrop operations. On Sunday, he said, he bought three bags of food at a market that had been airdropped by the United States.

Gaza's ruling group can keep fighting and is prepared for a long war in Rafah and Gaza, said the official, who requested anonymity. A senior regional security official said Israel believed some Hamas commanders and hostages were in Rafah. UK Foreign Secretary David Cameron also told lawmakers that Britain and its allies "will look at the issue of recognising a Palestinian state, including at the United Nations". Yet for Netanyahu and many other Israeli officials, talk of a two-state solution amounts to a betrayal of the people killed on Oct. 7. "I say clearly to anyone still stuck in October 6: We will never lend a hand to the creation of a Palestinian state," Israeli Culture Minister Miki Zohar said on social media last month.

REUTERS/Ibraheem Abu MustafaUnited Nations Secretary-General Antonio Guterres vowed on Sunday to hold to account "any U.N. employee involved in acts of terror" after allegations that some refugee agency staffers were involved in the Oct. 7 Hamas attacks on Israel. But Guterres implored governments to continue supporting the U.N. refugee agency for Palestinians (UNRWA) after nine countries paused funding. "Any U.N. employee involved in acts of terror will be held accountable, including through criminal prosecution," the U.N. chief said in a statement. In his first direct comments on the issue, the U.N. chief gave details about the UNRWA staffers implicated in the "abhorrent alleged acts." KHAN YOUNIS, Gaza Strip (AP) — Israel pounded targets in the southern Gaza Strip on Saturday, intensifying a renewed offensive that followed a weeklong truce with Hamas and giving rise to renewed concerns about civilian casualties. It divides the Gaza Strip into hundreds of numbered, haphazardly drawn parcels, sometimes across roads or blocks, and asks residents to learn the number of their location in case of an eventual evacuation. During the truce, Israel freed 240 Palestinians from its prisons. After the end of the truce, militants in Gaza resumed firing rockets into Israel, and fighting broke out between Israel and Hezbollah militants operating along its northern border with Lebanon. Israel says 77 of its soldiers have been killed in the ground offensive in northern Gaza.

According to three regional sources, Israel related its plans to its neighbours Egypt and Jordan, along with the United Arab Emirates, which normalised ties with Israel in 2020. He declined to offer details when asked whether those plans had been raised with international partners, including Arab states. A U.S. official, who declined to be identified, said Israel had "floated" the buffer zone idea without saying to whom. The regional sources compared the Gaza buffer zone plan to the "security zone" Israel once had in south Lebanon. "The buffer zone could make (Prime Minister Benjamin) Netanyahu's forces a target also in the zone," he said.

Palestinians fleeing the north walk along the Salaheddine road in the Zeitoun district on the southern outskirts of Gaza City on November 28, 2023. The foreign ministers of the Group of Seven alliance released a statement expressing support for the lengthening of a truce between Israel and Hamas. The current cease-fire, which started Friday and has since had a two-day extension, is set to expire within a day. "We underscore the importance of protecting civilians and compliance with international law, in particular international humanitarian law." UNRWA and other humanitarian groups have been able to more freely receive supplies since the start of the temporary Israel-Hamas truce.

A dispute over aid flows to the north of the Israeli-besieged enclave temporarily held up a deal to free captives on Saturday. The deliveries were made to hospitals where rations were controlled, Elder said. "It seems callous and cold to think that we may be getting to the end of those deliveries and hostilities will continue, (that) the war, this war on children will continue." Even as the aid deliveries flowed north, Elder said he saw hundreds of Gazans heading in the other direction, fearing the renewal of Israeli bombardments if the four-day truce is not prolonged. I saw grandmothers carrying children, children pushing grandmothers in wheelchairs through the dust," he said.

Smoke rises after an Israeli air strike in north Gaza, as seen from southern Israel, amid the ongoing conflict between Israel and the Palestinian group Hamas, November 23, 2023. Israel has said the truce could last beyond the initial four days, as long as the militants free at least 10 hostages per day. Ansari did not give details on how many Palestinian women and children will be released from Israeli jails on Friday or when this would take place. Qatar hopes to negotiate a subsequent agreement to release additional hostages from Gaza by the fourth day of the truce. "We all hope that this truce will lead to a chance to start a wider work to achieve a permanent truce," he said.
